PUDENTIANA CARDINAL PRIEST, AND ARCHBISHOP OF WESTMINSTER, To our Dearly Beloved Brethren and Children in Christ, the Clergy Secular and Regular, and the Faithful of the said Diocese, Health and Benediction in the Lord. It was our intention, dearly beloved in Christ, to address you, according to our wont, before the commencement of the Lenten season, now drawing to its close; but just at that moment it pleased Divine Providence to visit us with an unexpected indisposition, which disabled us from writing, and so claiming from you NICOLò, per la Divina Grazia, Cardinale Prete di Santa Romana Chiesa del titolo di Santa Pudenziana e Arcivescovo di Westminster, ai nostri amalissimi fratelli e figliuoli in Cristo, il Clero Secolare e Regolare ed i Fedeli della detta Diocesi, Salute e Benedizione nel Signore. Indeed, it would have been impossible for us to write to you from this city at such a time, upon any other topic but one. Who could be in Rome and not condole with its Pontiff? Who could feel himself, not merely a member of that body whereof he is the Head, but bound up with him by still closer ties, and not feel and suffer with him? And having to select, as has been our custom, some more peculiar object of prayer and earnest supplication, in association with your fast and humiliation, would it have been possible to prefer any other to that which has united the universal Church in a common entreaty, which has been recommended to us repeatedly by the Holy Father himself, and which of its own nature engages, and almost absorbs, the interest, the sympathy, and the devotion of each among his children? But now it might seem as if the time for such sorrow were past. The provinces of the Pontifical States, which had been allured, impelled, and artfully guided into rebellion, have been finally usurped by a stronger power, and incorporated into another kingdom. A nominal subordination to their Ecclesiastical Sovereign is pretended, to which nobody attributes any reality, or sees in it more than a mockery. Ma il successo onde un atto perverso è coronato non cambia la sua natura, e un' ingiustizia non cessa di esser tale perchè fu consummala. accomplishment. Imperocchè non è come uomini di stato o politici che a voi c' indirizziamo in questi momenti, nè con la fiducia che i richiami del diritto o della coscienza, quantunque alzati come furono da centinaia di Vescovi, migliaia di preti e milioni di laici, possano prevalere contro preconcette theories, irreligious ambition, or anti-Catholic determinations. It is now thirty years since the late Pontiff was addressed, not once. but often, by one who had no claim upon his ear but that of being a leader among his rebellious subjects, advising him and urging him to resign his sovereignty over the Legations, and declare them independent. When the heat of youth had passed, when the duties of royalty had long been contemplated from above instead of below, from the throne and not the field; where so much had been done for religion, for the Church, and for its Head, which it would have been ungenerous, or even unjust to attribute to anything but conviction and sincerity, not to policy or deceit (and so we have always honestly regarded it), when so many repeated declarations had been made before, during, and after the Italian campaign, that the integrity of the Church's States should be inviolably preserved, and this in treaties, in sovereign, and therefore sacred, declarations, and in more private correspondence, it was merely a pardonable oversight not to have calculated on that inflexibility teorie, irreligiose ambizioni, o deliberazioni anticattoliche.
